I was homeless in the recent past and I couldn't stand when people would leave rotting blankets and trash all about. I always cleaned the areas I stayed by and encouraged others to do so too, living outside is terrible enough but to live in grime and trash isn't necessary.

Our local tip used to operate by letting people just show up during opening hours now we have to make an appointment online and if you're more than five minutes early or late you don't get in. This seems to me a retrograde step, it's certainly resulted in more fly tipping.

£400 fine for dumped TV which was picked back up. £1000 fine for dumped boxes where they drive off leaving it all. Why not impose near or max fine? If that means they have to sell their own property (seized and sold) then so be it.

They definitely sold the scrap metal... But yea... I guess an auktion or sale might be neat. In the US it's common that such vehicles are sold/auctioned publicly and here in Germany any bicycles that stay locked in a public place for a looong time will be 'ticketed' with a warning note informing the potential owner about the upcoming removal of the bike. Removed bikes are usually sold/auctioned for a very fair price making for a pretty decent opportunity for students or low income people to get themselves a nice bicycle.
