what is the maximum diffrential pressure across the filter or strainer at which we should clean it?

This is depend on Design of the systems application

You'll always have a drop even when it's clean, so just write down on the filter base with a marker pen what the pressures are when clean and they'll have something to go off. However it doesn't take much to clog the flow and you'll get a pretty obvious drop in pressure across them.
