I may have a theory on why the Elite 4 were at their rematch levels. You caught Dialga and Palkia, which is post game content. So maybe catching them triggered the levels of the Elite 4 to increase

I wonder… ya know how dialga and palkia are post game? Did smallant encountering them trigger the elite four to be at their rematch levels, because the game assumed he had already beaten it? Shady’s wasn’t at the higher levels and the only thing different was those legendary encounters.

I love how Shady found Arceus and never went back for it and ran straight past Dialga and Palkia, while Ant got both Dialga and Palkia but used his Master Ball on one of them when Dialga and Palkia have an increased catch rate in Gen 4.
