To be honest, even though Garp was saying how Kuzan isn’t trying his best because of their memories together, i’m pretty sure Garp also wasn’t trying his best, and that both Kuzan and Garp were mentally nerf. Also remember Garp wasn’t really trying to win against them, his only mission was to get Koby free from the blackbeard pirates which he managed to do. So Garp not only was he mentally nerfed from fighting Kuzan, but he probably was nerfing himself purposefully or subconsciously because he isn’t really trying to eliminate the blackbeard pirates. Because trust me, if he was trying his best and was trying to fully defeat and win against the bb pirates, then expect a barrage of galaxy impacts. So in short, Garp was not only mentally nerfed from fighting Kuzan (just like the fight with Luffy at Marineford arc) but he was also nerfing himself more because he never really wanted defeat the bb pirates but only wanted Koby to be set free. Though again Kuzan was also mentally nerfed, but that’s kinda it for him. And I don’t fully believe that he was actually trying to kill Garp, since he definitely cares about Garp so him saying that he was going for the kill was probably a lie (or maybe he was in the end, and being the goat Garp is, he just survived it, but this probably aint the case). Though i’d love to see the Admirals and Garp actually showcase their abilities, because I know for sure they are way more busted then we know them to be.

In thie manga, Shanks crew asked what he is going to do with Barto and Shanks did mentioned he need to do something as warning to other pirates not to mess with him. Why would Blackbeard settle with getting money and recognition by the Celestial Dragons, when he can get ALL their fortune, status and power instead? As soon as the Holy Knights mobilize against the Revolutionaries Marijoa is essentially defenseless, since the greatest threat (5 Elders) are completely reliant on Devil Fruits which Blackbeard can negate.
