It is quite possible that she is this way because of her mother (I'm not excusing here) and one of the kids threatened to go and get a gun to shoot the police. There are a lot of families where there is intergenerational abuse and neglect and it will continue until that circle is broken by kids being taken into care when they are young enough to be raised properly. It's a liability issue. The police or city could be sued for failure to provide needed assistance as soon as possible in case there are real injuries. Better to roll a unit and not need it than to not roll one and be sued for 10x to 100x the cost of one.

In the UK, unless it looks like they need immediate treatment they're generally taken to the police station and the duty doctor looks at them there. There are inherent risks with the police staying on scene with angry friends or relatives around and it also makes much more sense to inspect injuries in a well lit police station than trying to do it in the street.
