For side wall shielding why we are shielding with same metals?

Each level is fixed of a particular metal in fabrication. Examples : is 1st level only metal1 can be routed , in 2nd level only metal 2 and so on. So for side shielding , since it is in the same level, we have same metal shield. I hope its clear. I would request to look at the 2D or 3D view of layout for more clarity.
