you can unlock his moves if you mash downwards taunt untill akuma eats the riceball. it takes a long ass time and there is 0% chance it will happen in a serious game, but it is possible.

That Akuma IS playable Justin. His special moves and double air fireballs can be enabled by doing his sit down taunt, and then inputting down + taunt from 0 meter. Once he fills his whole meter, you get all his Shin Akuma moves. Personally, I think it should actually be doable in a real match if you manage to stun your opponent while you have at least two meter. Once it's done it should stay for the entire match, not just the round. It's fun, and I could see it happening once in 500,000 matches, but that 500,001th match would be dope af.

The supers that SiAn Akuma does can be done with regular Akuma. The caviat is that you have to stand still and let him sit for 30 sec. Then that super is a level 2 when you perform it. It is a secret super, but can be done.
