Out of curiosity , why aren't people flood proofing their houses when they design them when they live in a zone with flood risk? My parents house has concrete foundation 1 m above the ground because there was a small flood like 20 years ago

No, the problem was it was a slow moving storm. It pummelt us for hours. The winds where fast, but the whole storm was moving so slow over us that it took hours to calm down.
