On 6/7/2024, I, TFC S. Caviness, sat stationary on Interstate 30 East's right shoulder near mile marker 139, observing traffic. I observed a white Dodge Journey traveling in the left lane much faster than the surrounding traffic. I initiated my rear radar, returning to 83 MPH in the 50 MPH construction zone. I caught up to the vehicle as we approached the Arkansas River Bridge, waiting to initiate my emergency lights and conduct the traffic stop until after the bridge. While we traveled over the bridge, the operator, later discovered to be Donnell JACKSON, conducted two lane changes, ending in the right travel lane. As we traveled, I conducted a status check of the Arkansas license plate displayed, ANN91E, receiving a return on a vehicle matching the Dodge Journey, with the license plate showing expired as of 3/31/2024. We approached the end of the bridge, and I initiated my emergency lights, initiating a traffic stop on the vehicle for the observed infractions. We traveled a short distance, reaching exit #141, with the suspect vehicle exiting the interstate. JACKSON traveled to the bottom of the exit ramp, turning right (east) onto Broadway Avenue. JACKSON then traveled a short distance, bypassing a McDonald's Parking lot, and turned right (south) onto Pine Street adjacent to the McDonald's. As JACKSON conducted the turn, I saw a brown object being thrown from the passenger (right) side of the vehicle, with the object landing next to the curve.
Once stopped, I instructed JACKSON to remove the keys from the vehicle and throw them out. Again, JACKSON complied. I then began to observe the inside of the suspect vehicle, observing several other people located inside, including Teon BURTON in the front passenger seat, Jimmy BRYANT located in the right rear passenger seat, Jadah HUBBARD seated
to the left of BRYANT, and two small children situated to the left of HUBBARD behind the driver's seat.
With the additional units on the scene, I began coordinating an extrication plan for al the suspects. The suspects were instructed to exit the vehicle individually and placed into custody. HUBBARD was the last to be ordered out of the vehicle; I put her hands in front of her body and secured them with handcuffs to allow her the ability to tend to her two children, who were seated next to her. JACKSON, BURTON, and BRYANT were all secured in separate vehicles. At the same time, I began processing the scene, instructing HUBBARD to sit on the curve with her children, allowing me and the other officers to maintain eyesight of her and the children. Due to the adult occupants in custody, I towed the suspect vehicle, which required an administrative inventory. During the inventory, I located a small black handbag where BRYANT and HUBBARD were seated. Inside the bag, I located various feminine items and a large magazine with a 9mm capacity containing 30 rounds of 9mm ammunition. I located no other items of note during the remainder of the inventory.
While en route to the detention center, I traced the path of the pursuit and stopped in the area where I observed the object to have been thrown. I immediately located a Glock 19X in the exact location where I had observed it to have landed. I observed the firearm as it lay on the ground, sighting an object protruding from the rear of the slide that I recognized to be a switch, a device converting the typically semi-automatic Glock pistol into an automatic weapon (also referred to as a machine gun). I secured the firearm, exposing the chamber, revealing no round inside.
A review of my in-car video of the event was then conducted. This video review revealed that the firearm had been thrown from the front passenger window while the suspect vehicle was conducting the right turn. The video showed that BURTON had the firearm briefly before attempting to discard it. Because I have already released BURTON from custody, a case file will be submitted to the Pulaski County Prosecutor's Office requesting an arrest warrant.
