khilafah means succesive authority i.e. government over muslims. The 600 year rule of the Ottomans was a good example of just rule over a far flung empire including Jew and Christian. The system wad weakened at the beginning of the 19th century when the Tanzimat reforms listened to the German advisors to abolish or weaken some aspects of sharia. In less than a century it was finished.
