Pretty much all of JJK powers have a bad side effect, like the Divine Restriction of Toji and Maki that makes them have no cursed energy, making Maki unable to see curses. They get super strength, though.

Though that regarding the general weakness of the Devil Fruit users, i guess that is only applies if they are into a certain amount of water, the necessary amount to that an average person can float, as the Devil Fruit users don't suffers any weakening for be splashed with a little of water, and perhaps the frozen water cannot trigger their weakness either, meaning that the Ice powers could be acceptable for them. Water powers on the other hand, i doubt.
