I lived in Quebec City in 1985-86 and remember her being interviewed in French on Radio Quebec and she wasn’t bad. She wasn’t completely fluent but appeared to have a good grasp of the language and was understandable.

Based on the video, I can believe that she has learned at least a little French, but she definitely doesn't speak any German. It sounds like she memorized a few German sentences without even a basic understanding of German pronunciation. Respect for trying, though.

Well, actually she is not speaking german and french fluently, she has just memorized some phrases in german and used basic french.

Même Tom Hiddleston est meilleur en français ET allemand. Il manque de vocabulaire mais son accent est meilleur.

Well, she at least learned French at school. So even if we assume that she had poor results, I would think she knows how to hold a basic conversation pretty well. In other interviews, she seems to speak it a little better. Can't say much about German, as I don't speak the language at all, but considering I didn't see any other interview nor did I look up where she might have learned it... It's quite possible she merely knows a few key sentences to get around. Mind you though, French is horrifying to learn, even more so considering English and French don't have a lot of similarities (unlike German, which stems from the same roots)

the American idea/concept of speaking a foreign language is very different from the European one: Sigournay's language skills are at the same level of a Swiss or Dutch kid at elementary school!
