There's a lot of questions here. I also wonder what's stopping the civilians from leaving BlueLake Town. The guards there are already horrendous. I actually gasped when Mitsu revealed that Paul was the guy who sold out her parents. It was mentioned in her lv 1 Bond event, I didn't think it actually came up in the main story.

I feel that the area is still underdeveloped so hopefully in the later versions we'll hopefully get some answers. Its also nice to see that bond moments that actually deepen understanding of the characters in a game rather than some of the generic events that have been relatively common in more recent releases.
