Stay mad if you want, but Pennsylvania is one of the 10 states that has a closed primary system. That means in order to vote in the Republican primary, you must be a registered Republican. In order to vote in the Democratic primary you must be a registered Democrat therefore registered Democrats couldn’t vote for Nikki Haley even if they wanted to.
