I don't think it has to do with arms that are more veiny than usual. Fetishes usually arise from partial concealment, something you're not supposed to see readily. Especially neck blood vessels would require the observer to be quite close in proximity to become visible, I imagine. It's this proximity that brings about the doki-doki feeling, which then is associated with blood vessels being this "nice but out of reach" thing.
