The Germans became very good at it after not investing in air dropped torpedoes like the Italians had. Side on the ship had a chance of the bomb skipping over the deck and missing. Bow or stern attacks were usually fatal.

In theory, you should be able to skip bombs on land too. The bombs do seem to slow down too quickly on the water though.
