I am from Algemesi, one of the badly hit towns, but I live in London. Last time I spoke to my dad was on Tuesday night. It's Friday night right now and I haven't been able to talk to him as phone coverage has not been reestablished yet. I know he's doing fine as I could talk to some neighbors. The most outrageous bit is that it's been already 3 days and little to no military personnel has reached my hometown. We have more than 100,000 military people in Spain, and we know they are ready to help and waiting orders. Central Government has barely sent 2,000. The affected regions have a total population of 300,000. Nobody in the area understands the lack of response, we cannot explain it. Towns are still without electricity, water, and phone coverage, and it's been 3 full days. Central government blames regional government politicians and vice-versa as they are from different political parties.

I'm from Spain, I'll try to explain The autonomous goverment of the area can activate alert lvl 2, which they remain the control of the goverment of the area and ask the central goverment for resources, or ask the central goverment to activate alert lvl 3, so the central goverment will take control of the area, also in lvl 3 they can send the military under Defense Ministery The central goverment on their own, without the asking of the local autonomous goverment, can activate lvl 3 and take full control The local goverment from PP doesn't want to show incompetence, so they preferred to remain in control, and ask for help to the central goverment, which they haven't had until yesterday afternoon, first asking for 500 military, and today they have asked for another 500 military and for firefighters. The central goverment from PSOE doesn't want to take full control, so they don't have to take the fall nor they risk of being called dictators. So basically, the only military that was there for the first two day were the UME (Unit of Military Emergency) who works under the ask from Ministry of Interior, some Local Police and Civil guards, around 1,200 effectives, for an area of 550,000 people affected... Luckily today, over 72 after the flooding, there are over 5,000 effectives, but the Goverments should pay for what they have done.

It shows one thing: federalism does not work! Each province should have an emergency mechanism. If EU countries are able to use military airplanes to drop humanitarian aid in foreign countries, why can't they do it in their own countries?? These poor people had to walk 5 km to get some dirty water from a broken pipe. Indeed, your government will have a lot to answer for!

I live in Texas, USA! We got hit by a category 1 hurricane and it took they city of Houston nearly a month to get back on its feet mostly bc the wind tore the entire electrical infrastructure appart which was in terrible shape due to the corruption of an unregulated power industry which invested poorly on its infrastructure to maximize proffits. Then shortly after the storm, the city was hit by a heat wave for nearly a week of +100 Degree F and 90% humidity that lead to the death of many citizens all while the senator of Texas had left before the storm made landfall to ride it out in Cancun, Mexico with his family. The worst thing was the mosquitos though as they were agressive biters and the city didn't began spraying till weeks after the storm had passed.

As stated by some people, warning systems didn't fail. Politicians did. The same politicians that cancelled the financiation of the emergency response teams in Valenecia. Also, these politicians did nothing to try to avoid this. They just told everyone to just keep acting as normal, and issued calls for help and alerts, really late. Carlos Mazón is the president to thank for this. He also tweeted that the storm would be moving away from valencia, even when the forecast from the goverment didn't state the same. He later deleted that Tweet. I just hope this facts see the light and there are consecuences for this.
