As a folk artist, I lived in Slab City one winter right before the pandemic hit, and from the legal research I did in 2020 about who actually owns that land, the facts are a bit of a pickle. The land, water, and dirt itself that was once US Marines military base Camp Dunlop, is considered environmentally contaminated and unfit for human dwellings due to it's hazardous contamination of the land and water as an active US Military base. Ok they tore out all the buildings, electricity, plumbing, and phone lines when the US Military base was decommissioned, but they never did the environmental contamination clean up as required by law because the land had no value for residential or commercial use due to the contamination left behind. So the land was transferred to the U.S. Navy in 1951 who owned it until 1961, when the U.S. Navy abandoned the land in 1961, once again the environmentally contaminated dirt, water, land, never got cleaned up to pass a federally required environmental impact study as required by federal law for resale for any commercial or residential development. The California State Lands Commission does not own the land, they only administrate overseeing the public land resale in the case of a potential title transfer. But here's the kicker, legally, the acreage of land itself due to it being in an abandoned state of environmental contamination for decades now, the California State Lands Commission can not legally approve any sale of a land title for any contaminated ex military base acreage to any residential or commercial use buyers until there is a full environmental clean up that can pass a federally required environmental impact study BEFORE any private commercial or residential developer can legally purchase it. Guess who's legal financial liability it is to do all the environmental testing and contamination clean up of the former US Military base contaminated acreage before it can be legally purchased and transferred to a new title owner? The US Navy! (US Dept Of Defense) And the US Military will never spend multi millions of $$$$ to do an environmental impact study and the required subsequent environmental clean up of an ex military base never designated to be a residential or commercial zone in the first place. So unless somebody in congress will force the US Military to clean up their environmental contamination mess out in the middle of the hot desert in the middle of no mans land, The California State Lands Commission can not legally administrate or approve any land title sale of that contaminate acreage. It literally will have to take an act of congress to get the US Military to be forced to pay for their own environmental impact study for anyone to get any title transfer of that public land. It might be physically located in California, but all the legal liability of getting that land cleaned up for resale and passing a federally required environmental impact study as required by federal law, all lies in the hands of the US Military. Whoever wrote that article you are reading did not do their legal research about that abandoned public land. If the slabbers really want to clean up that place and get rid of the contamination in that dirt and the hot spring, and buy the land outright themselves as a community, they are going to have to write their California US Congress representatives who give a shit to force the US Military (US Dept of Defense) to clean it up and do an environmental impact study so the slabbers can buy it themselves. Otherwise the land title will remain in limbo due to the pickle of the legal mess that involves federal environmental contamination laws that the State of California has no jurisdiction over. It's a big fat legal pickle! So it will remain PUBLIC contaminated land that nobody actually owns. I don't think the military will pay for an environmental impact study since they have been able to legally avoid one for decades now because nobody wants to buy federally declared contaminated land. But if the slabbers are California citizens, they can write their California representatives in congress to file a motion to force the Dept of Defense to pay for and complete their legally required enviromental clean up to legally free up the land title for purchase. But really I don't think the slabbers want to do that. So this means that Joe Blow the soup kitchen guy can't buy it either until the US Military cleans up their liability environmental contamination of the acreage to release the land title. The person who wrote that article should have done their own research. Sorry to say they did not give the whole story and left out a huge chunk of important facts about legal liabilities before the public land title can be transferred to the private sector.
