Maybe Darth Vader sees the Crimson Dawn as an opportunity to when he want to usurp Palpatine with Luke. Thus allowing Crimson dawn to be a distraction and a potential threat for Palpatine, allowing Vader to possibly blindside him.

A kingdom without subjects isn’t worth ruling. Valkorian was insanely powerful but was constantly distracted with personal pursuits rather than focused on the goal. It’s implied that once he got this idea of being a god, he tried to play both the wrathful evil god and the good loving one (Sith empire and Eternal empire). He was too consumed with experimenting with living as different people and experiences to consume the universe. He even says so. “You perceive a fraction of reality, beyond the stars rest other galaxies other worlds other beings.I will experience or ignore them as I wish. I will spend eternity becoming everything! A farmer, an artist, a simple man.”

Honestly I've found this whole "in between" storyline between empire strikes back and return of the jedi very hokey. The only parts i like are the episode 9 connections and the death of the hutts. but the whole crimson dawn/ bounty hunter war seems very far faceted. Feel free to disagree with me.
