I just got a new digital scale and when I want to use ounces it wont show three decimal places.so if I want to measure 3.66 ounces it will get to 3.9 and then continue going up to 4 if I continue putting more of water or any other liquid

Then you need to calibrate it. Read the manual to learn how to do so, then buy the calibration weight it recommends. I have a 2Kg scale that requires a 1Kg weight, and a 6Kg scale that requires a 5Kg weight, my 500gr scale requires a 500gr weight, and my 50gr scale requires a 50gr weight. My only scale that is not calibratable is my 50Kg luggage scale for when I traveled in the past.

Most digital scales of this weight class requires a minimum of one to two grams before accuracy kicks in, if you want accuracy under a gram, you will need to get a scale with lower weight classes, like a 50gram American Weight Scale that can go down to the milligrams.
