When we talk about Smart Cities, the first thing that comes to mind is the substantial use of Information and Communication technologies and then use of social capital to exploit these technologies. The approach here seems different to me. A big issue for me to understand is the concept of agency in transition to smart cities. Do mayors and city managers have actually any authority and agency for shaping a transition from old to smart city? Or city is just the level of observation by considering all institutions and policies as exogeneous factors?

(maybe except the part on E. coli which looks like more a bit fantasist to me, as an evolutionary microbiologist, but I agree that biological experimentations could help to model sustainability. There is a lot here for real use. The challenge is getting exposure to the masses to create awareness and buy-in, followed by the demand for it.
