What he's getting away with is despicable, yet no real action is taken against him. And yet people still claim it's a "CoNsPiRaCy ThEoRy" to say some people are apparently untouchable by the law... I suppose he could also be suffering from some dissociative personality disorder brought on by potential abuse as a child himself, where "Stefanie", the little boy and the real person David are all different for him (which is why he warns kids of predators when he himself is what they should look out for). Even giving him the benefit of this doubt however, it does nothing to excuse his behaviour, and he deserves to be in jail or at the very least a mental institution for the criminally sick.
