This is genuinely not a lie, I swear I "know" this person. I'm originally from Doncaster, and during my teens/early twenties there I would occasionally see what me and my friends called "clown monkey man". He would walk around the city centre dressed EXACTLY like this, always with a satchel/briefcase, in a suit, caked in makeup as in this video, and act what can only be described as childish. The grotesque thing he does with his tongue, resembles the face of a bloated body, particularly a drowning victim. I don't know if that is the intention, but it certainly add a distinctly grim suggestion to his appearance. I hope he is apprehended soon.

While CSA victims aren’t more likely to be attracted to children, p3d0philes are more likely to be CSA victims (though this research is a bit shaky as a lot lie to get sympathy). And ofc, their brain is predisposed/wired that way, though therapy can help.
