No, this isn't actually where Pikachu gets its name. "Pika" is a Japanese onomatopoeia for "electric spark," not a reference to the pika, despite rodential similarities. ("Chu" is the "mouse" part of the Japanese name.) Yes, it's a very cute coincidence.

Also, despite looking like rodents, pikas aren't rodents but cousins to rabbits and hares. (And, no, bunnies technically aren't rodents, either. Similar style as species but different classification.)
