It would be because it's travelled 3/4 from the defined origin, which is 3/4 of a circle; if 360 degrees is a full circle then 3/4 of a circle would be 270 degrees where the green dot in the video is apparently positioned.

In video min 7 (round about), it is mentioned that the frequency of the minute hand is a minute and the frequency of the hour hand is an hour. I think that this is wrong since the frequency of the minute hand is 1 hour and the frequency of the hour hand is 12 hours. Important thing is that these two frequencies are different and this mistake at the end of the day, doesn't affect the idea that finally if f1 is different from f2, then the phase different isn't constant.
