snowblower governor linkage

Thank You for the clear pictures but when I adjust the governor the linkage from the governor does not return to Idler's adjustment. Why Please, maybe the spring from the High-Speed adjustment is too weak? Please help.

I have craftsman 22” 5hp techumseh snow blower. Starts first pull and sounds strong. When I start entering snow it bogs down and shuts off. Any thoughts on what I need to check? Could it be gov? Some say gas cap could be clogged.
