I have a poulan pro 27" snowblower that is having a similar problem with the drive belt coming off. It appears that a worn friction disc ring is causing the misalignment of the pulleys. I am waiting for a replacement ring to see if this is the only problem. In the meantime, I will be looking for limiter pins on the flywheel clutch housing assembly. The idler pulley system on my machine seems to have a lot of play in side to side in order to compensate for the moving flywheel clutch pulley when it is being engaged. I had presumed that the very worn friction disc ring brings the pulleys out of alignment in this case. A call to Poulan confirmed the situation. I will have to see when the part comes in.

Thank you for this... just ran into the same issue and had a hunch of what it was doing but this potentially verified it 👌 ill update if itnfixes my issue
