That was Teddy playing games. Franklin meant nothing to him, and Teddy couldn't have cared less about Franklin leaving. Teddy took Franklin's money because (one) Franklin was a mule who had outlived his usefulness, and (two) taking *all* the money killed the Spring Street project.

Teddy was always going to recover all of Franklin's money for the cause. Teddy was lying to emotionally manipulate Franklin, because (one) Franklin was torturing him, and (two) Teddy needed Franklin to believe he was being honorable in that whole escrow plan. Teddy did not need Franklin to believe he was just being an asshole, but instead that in taking all of Franklin's money, Teddy was reacting to things Franklin had done.

When Oso confronts him on this, Teddy says “he’ll get over it… or he won’t.” I think Teddy was anticipating Franklin having a violent response, and he was going to use this as an excuse to take Franklin out. What Teddy did not expect was for Franklin to just walk away, and I think that’s why he looks so shocked/upset.

Teddy did have a contingency plan with having that guy swipe the money from Franklin’s accounts just in case but I think that might have been his plan all along . But as far as a violent reaction Teddy wouldn’t assume it would be directed at him because he’s the supplier . It would be directed at the competition which would be his Auntie and Jerome . Teddy just shows how he cares only about the money. The Collateral damage he causes along the way is irrelevant to him as long as it’s someone else getting hurt . With that said Franklin is a thinker . Even though he’s mad he never operates without a plan that accomplishes his goal and leaves him a way to move forward. Teddy underestimating Franklin’s resolve may very well be Teddy’s downfall.

The facial expression changed by Teddy when Franklin said “so we are in agreement this unlikely partnership has been more fruitful & productive than either of us could’ve imagined” tells it all. He already knew where the conversation was headed once Franklin recalled the amount of money he’s made him.
