Teddy was putting their sons life at risk holding on to Franklins money. She said “The only good thing you gave me was our son. And now you’re trying to kill him.”

This just shows how low Teddy truly was. It was around this time that Teddy decided he was not going back to the CIA and therefore not giving the CIA that $73 million. If Teddy had called Franklin and said he was willing to return all of Franklin's money except, say, ten million to quiet the beef between them, Franklin would have absolutely agreed to it. As far as I'm concerned, Teddy really had no reason to want revenge for his father's death, because (one) Teddy started it, and (two) Teddy had killed Alton.

He felt beaten by Franklin, even tho he swapped Franklin for Louie he expected for Franklin to stay in line. He gets off on having people under thumb. So Franklin coming to him, a top tier CIA officer with a license to kill (in his eyes) face to face telling him that their relationship is over made Teddy feel small. Just that little interaction sent Teddy over and he acted on his impulse and stole Franklins money. So all in all it was just a last fuck you to Franklin over something so small. Could've been because Franklin threatened to kill him but I'm sure he knows Franklin was blasted out of his mind.
