Okay, that was good, now do it a hundred times while I go do something else". Or its "You get to do all the stuff that I don't want to do because its grunt work". Its not a student role in the sense that its generally meant, because they are a paid worker. They're a paid worker who is learning on the job. In a medieval context, an apprenticeship is generally a way to limit entry into a field as a protectionist measure while also letting shop owners get away with paying a worker like a third of what they could get if they were a journeyman with the same knowledge base.

The enumerator for Solitude described the hold as a college town and while the Bards College is a major part of Solitude, it also has the Imperial Legion and a major regional location of thr East Empire Trading Company, so I feel this assessment was inaccurate, and Winterhold is a much better candidate for the "college town" description, as the college is literally all Winterhold has.

you probably could have counted the east empire company warehouse, in there are many guards, but I would accept the argument that they might not be citizens from solitude. also, the guy speaking to the jarl when you first enter the palace (the one that died to a dragon) does not live in solitude, he lives at dragonbridge (as he sais himself). and the only other questionable thing is if you should count general tullius, legate rikke and other imperial soldiers (some of them are locals, but not all of them as stated in the game) . I think, they are specifically not part of solitude and rather sent from the empire. Oh yeah, and dervenin is also technically an out-of-towner, and also "employed" by sheogorath. sheogorath is also just visiting, and pelagius III would either be considered retired, incapable of work or just dead I think, you usually do these videos with the perspective of someone not knowing the place and thats totally fine, I like it. but those things could be technically more accurate

I think soldiers stationed in Solitude should count as employed by the city even if they originate from other cities because they're still living there, only on a long-term temporary basis. Also the city technically still has to pay them, even if they're getting paid by Cyrodiil to pay the soldiers.

The higher-ups of the army, like Tullius and Rikke are brought in from there, and i would bet that they are not paid by solitude, at most the money would be relayed to them by solitude. they are not employed by the city. @Bone8380 but i see the reason some say the stationed soldiers could be employed by the city, but mainly because they are also used as city guards (as per their name) and would at least be counted as employed in the city

You missed those in the East Empire Company Warehouse. I counted 6 employed people (guards and dockworkers) and 1 unemployed person (some homeless dude), bringing the unemployment rate up to 3.9% from 2.9%. There were more people (hired bandits) in Brinewater Grotto, which is a dungeon inside the EECW, but I killed them while completing the Scoundrel's Folly questline, so they weren’t there anymore. Videos suggest that 10 bandits spawn in there, so that’s another 10 employed people and 0 unemployed, bringing the unemployment rate down a bit to 3.5%.
