Okay, that was good, now do it a hundred times while I go do something else". Or its "You get to do all the stuff that I don't want to do because its grunt work". Its not a student role in the sense that its generally meant, because they are a paid worker. They're a paid worker who is learning on the job. In a medieval context, an apprenticeship is generally a way to limit entry into a field as a protectionist measure while also letting shop owners get away with paying a worker like a third of what they could get if they were a journeyman with the same knowledge base.

​@@donniejefferson9554 Winterhold itself is barely a capital hold to begin with though, all it has is the college, a single trader, an inn, and the governmental jobs like the jarl, their advisors, and the guards. The enumerator for Solitude described the hold as a college town and while the Bards College is a major part of Solitude, it also has the Imperial Legion and a major regional location of thr East Empire Trading Company, so I feel this assessment was inaccurate, and Winterhold is a much better candidate for the "college town" description, as the college is literally all Winterhold has.

You should definitely take this idea to Oblivion as the NPCs there usually have more detailed routines and a ton of them just blurt out their occupation at you. Imperial City would be pretty big and long but any of the other cities would be perfect for this kinda thing as well

Also in the press conference I did just see that our government agent accidentally forgot to delete his footage of murdering Varnius. Obviously this raises questions of morality and legality, but it also raises an even more important question: What should be reported as the truth if the actions of the surveyor directly influence the results of the survey? It's a question that's plagued quantum physicists for a long time, and I feel that for this series too, we need an answer!

Missed one cleaning servant in the Blue Palace, one farmer, one ferryman and three priests in the temple. One executioner and two jailers, plus one shopkeeper in the apothecary, one fletcher shopkeeper and blacksmith apprentice. Plus the gaurds in the gaurds barracks.

you probably could have counted the east empire company warehouse, in there are many guards, but I would accept the argument that they might not be citizens from solitude. also, the guy speaking to the jarl when you first enter the palace (the one that died to a dragon) does not live in solitude, he lives at dragonbridge (as he sais himself). and the only other questionable thing is if you should count general tullius, legate rikke and other imperial soldiers (some of them are locals, but not all of them as stated in the game) . I think, they are specifically not part of solitude and rather sent from the empire. Oh yeah, and dervenin is also technically an out-of-towner, and also "employed" by sheogorath. sheogorath is also just visiting, and pelagius III would either be considered retired, incapable of work or just dead I think, you usually do these videos with the perspective of someone not knowing the place and thats totally fine, I like it. but those things could be technically more accurate

I think soldiers stationed in Solitude should count as employed by the city even if they originate from other cities because they're still living there, only on a long-term temporary basis. Also the city technically still has to pay them, even if they're getting paid by Cyrodiil to pay the soldiers.

Since the blocking of the Pale Pass, the Empire sources all of its recruits locally. The ones who aren't locals arrived with Tullius when he first entered the province and took up command.

I don't know anything about Skyrim, but if the empire's castle is in Solitude, and the soldiers are employed by the empire, isn't Solitude the most logical place to count them as employed in?

@@SolMasterzzz in solitude, there is a stronghold of the empire, but not the main palace. That would be in the Imperial City, which is not in Skyrim. The higher-ups of the army, like Tullius and Rikke are brought in from there, and i would bet that they are not paid by solitude, at most the money would be relayed to them by solitude. they are not employed by the city. @Bone8380 but i see the reason some say the stationed soldiers could be employed by the city, but mainly because they are also used as city guards (as per their name) and would at least be counted as employed in the city

dervenin's employment is under question as he serves a daedric lord, though it's unlikely he's being paid for this service. he also will ask for money like other beggar NPCs. I would call him an out of towner at the very least because in his quest, he asks his master, "Are we going home?" After which they vanish from the game world.

It would be a very, very ambitious project, but it would be nice to see you bring this sort of idea to the Imperial City in Oblivion, or even to one of the other capitals in Cyrodiil, like Anvil or Skiingrad. This is a very entertaining series and it would be great to see it expanded beyond the reaches of just the province of Skyrim (even if you have to go back a few centuries to the time period of Oblivion ;P)

At that point you could also just go ahead and do a full economic analysis of the empire, including trade flows between regions, economic activity and niches in different areas, the importance of impirial beurocracy (of course very high!) and maybe even make some macro-economic suggestions for the empire!

That guy was probably a hunter or archer who came to solitude for the quality craftmanship. There's a decent chance he was not a citizen of Solitude, but it probably isn't a major impact on the count.

I would be interested to know how real-life enumerations are conducted in port cities, places where you would expect a lot of people who are employed by organisations in other countries and are passing through the port. There was no realistic way to assess this in Solitude, and so I understand why a generalisation might have been made, but I find it extremely unlikely that everyone employed at the East Empire Company docks was a resident of Solitude - and therefore counted towards Solitude's unemployment rate - especially considering the relatively nearby Company offices located on Vvardenfell (might have been lost after the eruption) and on Solstheim (confirmed to exist in 4E201).

this is purely a guess but i’d assume that as long as they’re hired legally they probably have a work visa or other documentation showing that they’re not employed in the country they’re passing through. so like if they’re working off the ship (since the ship is technically the “soil” of whatever country it’s register in) it’s because they’ve got proof they can work and be paid through the country they’re currently in and someone trying to do those stats would be made aware

You should do a city in TES2 Daggerfall for shits and giggles. Given a lot of them are just procedurally generated NPCs, I'm sure their unemployement rate is abysmally high, but it would be really funny to watch you try and meticulously go through everyone's homes and question as much NPCs as you reasonably can.

I think you should take a look at Hyrule in Tears of the Kingdom. It has multiple settlements and is geographically quite large, but the net population is so low that actual employment is very thinly spread. In addition, they had a severe civil collapse about a century ago following a large conflict, and the last member of the royal family only returned 8 years ago. In that time, she's seemingly done very little to improve the state of the local economy from a production standpoint, but overall employment has risen significantly. I think it bears looking into.

Dervenin has been transported from another realm into Solitude and will go back to the Shivering Isles when you finish a certain quest. I dont know if you can count him as a citizen of Solitude. Also Jaree Ra is a pirate lol, he literally asks you to put out the lighthouse so he and his gang can plunder a ship that crashes into the shore as a result; 'treasure hunter' was a euphemism

Solitude seems more upmarket in its business with shops being more around the Gucci range of goods. Very much a rich people area. Something tells me Markarth will be in a similar vein with its iconic silver mine and the museum breaks into the otherwise barren tourism market in Skyrim.

for the consideration of the bureau: fletching is the art of making arrows. a fletcher will make arrows and sometimes their accompanying bows. certain fletchers will branch out and make crossbow bolts as well, but likely lack the infrastructure to make a crossbow. in summary, the auditor’s assessment of the unknown apprentice in the market was quite correct.

Do one on Winterhold, it could even be a short. I think the Bureau needs to analyze the unemployment rates in the countryside so it can get a fuller picture of the country and address the coming aging crisis and the possibly crippling lack of employment in small towns

The aging crisis is likely due to the massive loss of young men due to both coming off of the heels of the war against the Aldermari-Dominion and the civil war, similar to the effect of child births during World War 1 and 2

The great war having depleted them even further, I fear for Skyrim's future, they are dark days ahead. Can they really afford to send good men & women down south to Cyrodil, will being with the Empire be good for them or should they pick economic independence with the Rebellion, a look at unemployment across all of Skyrim will say much.

You missed those in the East Empire Company Warehouse. I counted 6 employed people (guards and dockworkers) and 1 unemployed person (some homeless dude), bringing the unemployment rate up to 3.9% from 2.9%. There were more people (hired bandits) in Brinewater Grotto, which is a dungeon inside the EECW, but I killed them while completing the Scoundrel's Folly questline, so they weren’t there anymore. Videos suggest that 10 bandits spawn in there, so that’s another 10 employed people and 0 unemployed, bringing the unemployment rate down a bit to 3.5%.
