Counter play isn't just switching to a hero that has an advantage over another hero, it's also being good and confident at that hero. That's how you end with 5 hitscans losing vs a Pharmercy in metal ranks. Who cares if you pick Sombra vs ball if you don't know how to play her? You're gonna annoy the ball but you are not going to win that game either way.
