It's not and it's frustrating to watch 🙃 The piece has a slightly faster tempo than 120 BPM. From time to time, it looks like the clock is on beat but it desynchronizes not too long after

The instrument is an E-flat alto horn in the shape of a sousaphone. They are no longer made so I do not know where you could find one.
