My understanding is that these devices were purchased by Hezbollah and distributed exclusively to its soldiers. If that's the case it seems like an extremely accurate operation that only targeted the bad guys. The international community regularly demands from Israel a very precise war where only the bad guys are targeted. Now, when they get what they wanted they're outraged.
