Seems like the sphere was either a physics test or they couldn't quite get the mechanics of using it down properly so they decided to take it out later. Interestingly, there's a recording of the beta where Eggman's wrecking ball rotated. The balls flickering in this build seem to be an artifact of that, like they took out the animation and that was the result.

My guess is that they took out the victory jump because thorough testing revealed it could be triggered at the wrong times in some situations. I'm curious, though, given the usual methods of programming a game back then, shouldn't it still be technically possible in the final game with a really simple code edit? It makes more sense that they just disabled it instead of actually removing it.
