For Sonic romhacks, I rather liked Luigi Sonic. Green Missile gives you additional maneuverability for the "gotta go fast" scheme. Moreover, the "Luigi wins by doing nothing" mechanic is a nice built-in save if a level became too hard.

More algo feeding P: I think my favorite romhack in general is a little metriod romhack called Rogue Dawn. The amount of just... everything that went into that hack is astounding. I dont even know if you could even call it a hack anymore. But keeping to sonic, Sonic 2 Pink Edition will always have a special spot. Right next to Bunnie Rabbot series, (bunnie rabbot in 1 and 2) Something about adding in existing characters but having their own moves and ways of handling enemies that totally change up how you play the game really gets me.
