I don't get your point, what do you mean by "used commanders"?

Mmm i mean with under-used : this 2 commanders are not so played even there are super strong. Specially Norin, witch is getting more and more played in my local store. The under-used is a category witch you can sort pokemon power level. There is the classic rank SS, S, A, B, C. And the under-used category witch are missknowned pokemon in the current meta but as strong as top tier if built around… Apolozige my poor english. Doing my best here…
