I suggest using the term climate change. Global warming is a very narrow term, many places will get colder due to climate change, not hotter; for instance Europe who is currently being kept warm by the Gulf Stream. However once ice melts too much the sodium level in the sea will be diluted so that the Gulf Stream dies out and can't carry heat from the equator to the north anymore.

A short-lived snowstorm hit that authorities were unable to address. It's terrible when 40cm of snow falls in a big city. When government officials operated snowplows, the snowplows were even trapped in the snow. The entire emergency system was virtually paralyzed for a short period of time.
