It’s interesting that in a were everything was state run and the borders closed they didn’t ban sales of alcohol. I guess they either weren’t against people drinking or they were too afraid of how people would react if they weren’t allowed to drink. Like trying to take guns away from Americans.

It's tough with something like alcohol. The government knows it is hurting the country's productivity but it also a major source of revenue. If the Soviet government had followed the example in "1984" they could have developed a domestic adult entertainment industry to get the proles to spend some of their free time and money on that rather than vodka. Plus, it could have brought in hard currency by also selling it to the West.
