On the matter of the slippery Puigdemont, why on earth wouldn’t Turull be arrested for aiding and abetting a fugitive, with an outstanding arrest warrant against him, to elude Spanish law enforcement (such as it is). Confidence in their ability to enforce said law must be at a new low, I reckon.

I disagree with different prices for locals and visitors, it will be abused by hospitality in Spain. They will add on left, right and centre. Tourists in London, Dublin or New York would be outraged if locals where charged less. I was overcharged for two cañas in Elx in May ( 5.50 for two very miniature beers) and complained and was pretty much given the middle dedo by staff. I estimated that the cañas worked out at over 12 euro a pint which would bring tears to the eyes of even a Londoner or Dubliner.

Interesting article in The Guardian today "Protests over mass tourism could spread beyond Spain, says Unesco official". It's not that the protesters are against tourism per se, but normal people can't afford to live anywhere near an Instagram hotpot any more. With regard to AirBnB and golden visas, I believe you can / could get a golden visa for a *total* investment for €500k in Spain. So a rich speculator wanting Schengen residency could buy several tiny homes (ideal Airbnb & also ideal for low-waged workers) in tourist areas to build up their €500k portfolio. Therefore golden visa schemes can be damaging to the local housing availability for normal, working people. The explosion of keybox Airbnb rentals adds further pressure. Rules like those brought in by Valencia and New York City to reign in AirBnB's proliferation are to be applauded.

Since the EU countries don't have border checks, it is easy to drive from one country to another without anyone's knowledge. I suspected that Puigdemont .would drive into Spain just like you driving into Portugal without any border check. Maybe flying in would be tighter.

Two different prices for residents vs non-residents clearly isn't going to work (although I have experience that in Sri Lanka, for example). However overnight stay taxes for those with neither DNI nor TIE would be feasible - Cataluña had been charging tourist taxes per person per night since 2015, showing it's workable. Oh, and I just booked some accommodation in Italy. Also a €2 per person per night tourist tax. So it works in Italy, too. In my opinion they should increase that to nearer €10 per person per night, using the revenue to subsidise housing for local people.
