The chances of a deal seem to be receding. Hopefully, the UK and Gibraltar governments have robust contingency plans in place for such an eventuality. The UK government and civil service, however, as we saw during the Brexit negotiations, do not have a good record on contingency planning.

Makes no sense to have share prosperity with a Foreign Naval Base even if they agree with Spain/EU demands. Spain had no choice to open the border when the UK joined the EU. Now, they left and they want the whole cake and eat it too. I can tell you that the people of Gibraltar was not in anyway a priority for them. Now they wants all foreigners out and that includes you.

The UK left the EU. The UK is a foreign country and it should not receive any special treatment or ‘deal’ in any case. The UK voted leave, voted for hard borders and complete sovereignty. Let them have it. No harmonisation whatsoever.
