Ty, the bugle music was "Call to post" or pre-reveille. You are on the right track. It is called to post the trumpeteers on a military installation to sound reveille.

You need to try about 3/4 to a mile off Destin beach, Dolphin, Tuna, small Sails. The Cobia should be getting close to the beach if they're not already.

It's florida man... longsleeves, hoods, hats are a way to keep the sun off. seems crazy but it works. we do it all the time.
