I would recommend testing the AT&T device in different areas of your house and see where the fastest test is. Even if you have to run an Ethernet cable to an AP. It can make a worlds of signal difference when you are closer to a window, and your phone was only getting 250 down and 3 up, so it can't be expected that the AT&T Internet Air device will be much better. Maybe in the most northeast window of your house, you can give that a try.

Another thing is to try rotating the box. The antenna in the ATT box looks like it might partially be blocked by the electronics. Also it would be interesting to compare signal strengths in the 2 boxes. The ATT antenna looks like it might be bigger than the Verizon antenna resulting in a higher signal level. If so, then the Verizon box sacrificed a little speed and signal strength for looks.

I live in an urban area. Speeds with AT&T air are severely disappointing. During the afternoon speeds drop to where the internet is unusable. Tech support has not been helpful at all. Doing restarts while the modem is configuring, I ran a speed test and had high speeds until it fully connected. It feels like speeds are restricted intentionally, especially at busier times. This is the worst internet I have had since dial up. At least dial up was consistent.

That's definitely one of the downfalls of broadband - you're sharing internet with everyone else in your area, and in peak times there just isn't enough bandwidth for everyone. i would recommended looking into another internet option.
