It all sounds solid on paper but the reason systems do not work is because they face a lot of internal resistance. Those in higher ups want loopholes they can exploit to get kick-backs and money lost as it changes hands and departments. A transparent process would leave them exposed something they can not agree to.

What about the PFM act that was supposed to be audited by the controller of budget and auditor general before any funds were released from the consolidated fund. This is where the rain started beating us. The money was spent and continues to be spent willy nilly. PFM act was removed by Uhuru and this was unconsitutional. Is Badi going to restore the act?

Make it mandatory for all in persons (legal or natural) doing business to issue KRA etims receipt and that where a business receives payment and does not issue an eTIMs receipt (upon demand within 7 days) then it is a crime and, at the same time, the customer can also sue the business directly in a civil suit.

good job cs mbadi ...BUT the goverment is doing construction of affordable housing ..good but the private sector is hurting sir with all due respect do something on construction , interest rate for new home owners and for developers with a capacity to manage their loans , THERE IS ALMOST A STAND STILL IN THE PRIVATE SECTOR CONSTRUCTION .....You need to zero rate equipment for manufacture and give some sort of tax relief for first time manufactures to encourage locally manufactured goods.

Your statement is made out of ignorance. There is no such thing as Opposition under 2010 constitution. There is only The People and the Govt to which the people have donated some of their sovereign powers to exercise on behalf of the people. Then the Govt has 3 arms namely the Parliament, the Executive and the Judiciary. Then in Parliament we have Minority and Majority sides both of which are charged with the collective responsibility of, among other things, oversighting the Executive. Hiyo yako ya opposition umetoa wapi? Quote the clause in the constitution where such a term is found and I might take you a little more seriously. Finally, both Minority and Majority sides are in Govt by being members of Parliament which is one of the 3 arms of the Govt! Do you understand?

Secondly, reduce taxation and introduce economic stimulus to re-energize the economy and possibly promote new FDI, then cut the sloth in government, the legislature, rationalize personal or recurrent expenditure in all governments, third play healthy politics, we need a mature opposition that is policy and issue based not gate crushers to government. As the government in waiting they should catalogue their economic plan. fourth, remove the alternative and parallel executive or alternative conduits to the executive, they create unpredictable "policies" due to their proximity to the centre of power. Fifth, the executive must grant CS more latitude to implement ideas and not being bullied by calls from higher up.

Next time, ask Mbadi to reduce PAYE by half, VAT by half and every tax by half. The result will everyones purchasing power increased by the same amount that their deductions have been reduced by and the same for cost of doing business. This cuts across everyone, from Mama mboga to the President to Govt expenditure. More investors will come and the economy will grow in the medium term and thrive in the long term and tax collected will go through. Everyone wins

One of the biggest problems facing Ruto's regime is poor articulation by CSs. Who is the Minister for Water Development? ICT what does he do? Transport? Chirchir? What's going on in his Ministry? Environment? Yes I have seen Duale saying some nothings about Nairobi River and shutting down some night club. But where is the strategic direction? Forestry? The vacuum is limitless. I dare say that Mbadi is the only CSs with a strategic view of his docket. The rest are just 8am to 5 pm fellows.

What are you rambling on and on about? Corruption cuts across the whole fabric of the society and permeates throughout the Govt. Fighting corruption is not the duty of any one ministry. There are Government agencies charged with the responsibility of fighting corruption and Mbadi can take measures within Treasury to help curb corruption. Otherwise take your anti-corruption cries to EACC/DCI.

The Kibaki you are referring to is probably the one after the near fatal road accident that damaged some of his faculties. Secondly, it coincided with his presidency in which explaining Govt policies is already handed down to Ministers/CSs. One of CSs main roles is to participate in formulation of and to lead in communication of Govt policies. If a CS can't/doesn't communicated Govt policies falling under his docket, then who should?

He did not need to validate or sell his ideas and when he did it was mainly based on actions not intent to do. Listen to his PA post retirment then you will know the character of his person. Back to Mbadi, he is all talk now perhaps for two ascribed reasons: a) deflection and hubris, b) communicating government fiscal policies...now let's interrogate these reasons....perhaps also their motivation or perceived rationale, he joined a very unpopular regime one that he criticized, the word skunk was the operational catchphrase. This blatant contradiction needs curtains to curtail accusations...of hypocrisy. Let's look at reason b) we have government spokesman who is mandated and whose gambit is to explain policies. I submit to you that this role falls squarely at his feet. Then we are left under the circumstances with one question what exactly is Mbadi job description.
