So if you're asking why is he back? It means you really haven't paid attention to what happened in the 1st season or at the end of it. It also means that your complaints about it really don't mean that much if you don't realize that he's trying to end the games and save as many people as he can.

There is a rumors and there will be a american spinoff series that will tell the whole plot on how the games was really originated and who was the forefathers of the organization and Gi Hun if he survive will go to the US with a new Ally to stop the Organization once and for all.

He went back in to stop the games from the inside. Season two is set 3 years after the first. The reason why the writers probably had red light green light again is because the writers wanted a way of gi hun to show to the other players he knows what he is doing in the games and is trying to help save their lives. Plus in the context of the show the front man probably has some games return because red light green light is a good way of taking out a lot of players and red light green light could be a favorite of the vips to watch

For Gi Hun he wanted to redeem himself by saving some people in the game and destroy the organization from the inside but i have a gut feeling he might end up dying in this season and a new protagonist will rise to take down the organization once and for all And there is a rumor there will be a american spin-off of it and the plot is the americans are the fore fathers and originated the games then the koreans and others countries joined it.

I don't think it'll focus on the game as much as we think it will. I think Episode 1 will give us another Red Light, Green Light moment, maybe some of the other games will be featured...but I'm expecting this season to be more focused on him trying to bring everything down...or, the twist being that he takes over as the new game runner.
