SR 104 at Shine Road/Paradise Bay Road and SR 19 - Intersection Safety Improvement Project

The intersection of State Route 104 and Shine Road/Paradise Bay in Jefferson County near the Hood Canal Bridge has a history of serious-injury collisions. In early 2019, we conducted a formal analysis called an Intersection Control Evaluation which considered safety needs, operational efficiencies and area traffic volumes with the goal of identifying improvements for the traveling public. The study recommendation was to build a single-lane, metered roundabout at the intersection to reduce the probability of collisions and improve traffic flow. This project will build roundabouts on SR 104 at both Shine Road/Paradise Bay Road and at SR 19/Beaver Valley Road. Both projects are anticipated to begin construction in 2024. I’m SO looking forward to this roundabout at 104/Shine/Paradise Bay Rd!! I enter 104 from Paradise Bay Rd and it’s such a dangerous intersection. The meter will only function when traffic warrants it and sensors determine cars need to enter the roundabout from Paradise Bay or Shine Rd. People are complaining this roundabout will cause a mess; it’s a disastrous mess now! At least it will be much safer. And a roundabout will cause less congestion than a 4-way signal because there won’t be an extended wait/backup at a red light.

Don't forget, at the other end of the bridge there is a stoplight....the traffic is not free flowing....it's going to be a problem!!!!

Looking forward to worse backups than ever before. Good job wsdot. Overpass with lanes for the soft hands to make their way in would make more sense.

It WILL be a major mess, not only during summer with people driving motorhomes through, but also mornings & evenings. Traffic heading east splits at the signal. Traffic heading west won't split, but will be backed up onto the bridge. Nice touch putting in crosswalks and pedestrian areas - this what functions as a major highway, not a congested suburban artery with pedestrians out for a walk. I can't help but think the designers haven't traveled this route much, nor appropriately weighted their decisions with the fact that there are only TWO routes onto the Olympic Peninsula. Have they included the millions of tourists three seasons a year?

It exists and is called "Mastic". Problem is most maintenance crews use cold mix asphalt which is very temporary.

You can meter the road but not put in a traffic light? That's what is needed. Works just fine on the Kitsap side but Jefferson has to be different, why? Worst idea in the world. It's lazy and will be a major mess during bridge openings, especially during the summer.

Like people don’t run red lights around about insures people slow down. You can’t help it unless you want to go flying and destroy your car and less people do that statistically shown that is the case. Less happens in roundabout than lights or four-way stops. Proven.

What will happen during the time the bridge is open and the traffic is backed up past the Round about? I presume that cats will be stopped before entering the roundabout as to allow cross traffic from Paradise Bay Rd. & Shine Rd to flow. Is this correct?

I'm a big fan of roundabouts and they are proven to move more traffic efficiently than a stop light. However, This is a very poor location for a roundabout. Semis and large vehicles, motorhomes, ect will not be able to accelerate up the hill appropriately from the round about. This will cause more congestion and risky passing behaviors which commonly happen on this hill as it is when people get in the passing lane and then fail to quickly pass the slow moving vehicle and then move to the right lane. Large trucks, semi's ect coming down the hill will be hard pressed to slow down for the roundabout. If this is built, plan on quite a few accidents where large trucks plow through the roundabout.

I just hope that traffic coming downhill on sr104 after a bridge closure will YIELD to traffic in the round about coming off the 2 lateral roads.

It will create more safety, but will also increase congestion even when not busy. I enter the bridge from Paradise bay road often, and at least it will be safer. However, the metered roundabout will undoubtedly increase congestion.

I live off of 104 and this is the most ridiculous "solution" you could have come up with. 104 will now be backed up consistently with no way for people who live off 104 to get home without massive traffic back up. Once the slow light at the other end of the bridge is red, both roundabouts will be backed up all day. This just shows the great minds of WSDOT at their best.

I completely disagree and I’ve lived in a lot of places and this makes complete sense. I’m sorry you don’t understand traffic flow but if there’s many accidents happening, there’s a reason and it’s mostly because people can’t get in and they run for it and then they get slammed as well as the high speed going down that hill.

I think what @clahr7671 probably meant is they had lived in lots of places with roundabouts. As have I. And I find roundabouts to be a much better solution than 4-way traffic signals. All traffic moves more slowly into the intersection but doesn’t come to a complete stop for an extended period of time as it does at a red light. My only concern is people entering the roundabout from Paradise Bay or Shine Rds when the bridge is closed for marine traffic, which would prevent cross traffic from continuing from Paradise Bay Rd to Shine Rd or vice versa.

More govt. infliction it appears, because they will build it so we can see how the impact goes until from their limited viewpoint, not from the travelers! What about icy conditions, etc. ?

Ask Inslee what he's doing with that Billion dollars he's collected off his bogus gas tax. Ferry system begging for more funding. This is what they spend their money on? Wait till winter, Line of freight trucks doing 25 up the hill, everyone else trying to race in the other lane.

My prior comment on "force a distance between the cars to allow all drivers to share the roads" at 104 and 19 is still my concern. I am very glad to see DOT agrees that the need to METER the traffic is required. It will be REQUIRED at 19 as well. Please DOT do it right or just put in full traffic light control of the intersections.

Stop throwing roundabouts in as a solution for fucking everything. All these do is create more traffic. How about fixing existing roads instead of creating more problems
