Stand designs have always had that aspect of reflecting the character's personality. Jotaro is kinda like a cowboy, and Star Platinum's like his revolver. He's intense, violent and focused, so SP has great eyesight, reflexes, power and speed. Even the stand of a side villain like Mariah: she weaponizes her sexuality to distract her opponents and likes to play around with them like a nasty cat, so her ability of magnetism is perfect for that. Plus, to trigger it one has to have that kind of fatal curiosity, to touch an electric socket.

It's funny you say that cause Matthew Mercer (Jotaro's English VA) also does MrCree from Overwatch, who's a cowboy. To further add on to your point, I think my favorite Stand that reflects its user is probably Sticky Fingers. Think about it- Bruno's parents got divorced, so his Stand is based off a zipper- something that joins two halves together, kind of like what he did with Passione.

I noticed that from part 6 forward, stands became more passive abilities. Jolyne did a lot of the fighting herself and didn't just stand still while her stand beat up the bad guys. Instead she used the unraveling ability to physically change herself to suit the fight. I feel that Araki wanted for stands to be less "punch ghost punches a lot, also this." So part 6 was a really great bridge to part 7, where one of the main characters probably couldn't even see stands.

My personal favorite and I think most well-designed stand of Jojolion has to be Fun Fun Fun. Ojiro is a sadistic character who desperately needs to have power over others, but more importantly cannot have anyone have power over him. This is especially show when a certain character holds power over him by making him question himself; he sees this questioning as that character having power over him, and it leads him to terrible self-mutilation to attempt to prove he hasn't lost that power. His Stand requires him to be above everyone else, and requires him to hurt others for it to work. So to defeat him, you need to get out from under him, make him lose track of your location. If you do that, make him question your position relative to himself, then he's lost his power over you and desperately tries to regain it. He requires you to be beneath him, and the only way to defeat him is to ensure you're not beneath him. He also thinks of himself as superior, gloating that he could get away with murder using his Stand, but worth pointing out that he's not actually done it. Rape and torture defenseless women, yes, but never murder. So we can figure that despite his claims of power, he's at least subconsciously afraid of the consequences of his actions. Thus, he fights with a physical barrier between him and his targets (the ceiling, the floor), because he's a coward inside and won't risk fighting one on one, where he could get hurt. He needs to be close, but not so close as to risk himself.

Blue Hawaii's infecteous nature could be how people who show no drive to move forward, to act and to do something with themselves amcan be infecteous to those around him and it can spread like a disease as more people become infected, but like being lazy, when you realise this, its not hard to avoid and be able to overcome, much like who are infected with his stand move in a linear pattern and are easy to predict because of itm.

I would say that the stands in part eight are mostly humanoid and silhouette based, the circular nature of most heads makes noncircular ones like soft and wet *stand* out. Their main attributes are emphasized similar to the hand. It is also notable that many abilities are automatic over close range building tension more.

Damo's ability to make people soft also ties into how he's a sex god master at making Hato weak in the knees. I put that in a joking way, but think about it seriously, he melts people and makes them helpless just like he melted Hato's heart and made her helpless to fight back until she got out of the range of his influence. She genuinely loved him, and as a Rock Human incapable of love in that way, that was entirely due to master-class method acting on Damo's part, seducing his way into melting her heart just like how he snuck into the Higashikata estate and melted all of them. There's also a bit more to Dolomite's Blue Hawaii, its ability to make things come to him without him having to move makes sense for how content he is and in terms of practically, works with his lack of limbs to bring things to him.

It pretty much behaves like if it wasn't even a stand to begin with (it IS the Head Doctor), kinda like a Doppio/Diavolo dynamic. And the fact that a stand can so perfectly mask itself that it begins making part of society itself is super creepy, and that coupled with its numerous abilities (going through walls like a ghost, mixing with objects such as mirrors, omnipresence, calamity...) turns him into a terrifying stand ability.

I personally see stand users as a species constantly evolving in response to their circumstances and the greater context of fate. In part 3, DIO the savior to the wicked attracted stand users with abilities to match as well as drawing out enemies with the power to face them. This is why in my head cannon, Jotaro gains the time stop ability; as to me, it’s fate evolving a specimen to allow stand users as a species to progress past what DIO would’ve let them be lest they eventually threaten his reign. In my headcannon this is why Crazy Diamond looks like the world but has such a unique and fitting ability as opposed to Jotaro who sort of carries the will of the Joestars. In part 5 the context is a seedy underworld so the powers get (mostly) low key in scale but just as violent as part 3.

I think that the situation with the comparison of earlier part stands to later current part stands is very much similar to you could draw parallels to Pokemon and earlier generation designs in comparison to the newer current generation of Pokemon - where the earlier designs were easier to understand and grasp, the current generation of designs have more nuance and specificity to their designs, and many people tend to gravitate towards the simpler straightforward designs - personally in terms of both Jojo and Pokemon I'm fine and enjoy both old and current designs
