Probably not but in TOS Spock indicates that at least one presumably member planet offers a wide array of methods the condemned can choose from when convicted of a capital crime, the list of which includes some non-violent offenses like fraud, which is pretty harsh by today's standards. I just looked it up. Deneb V, a member planet for ten years at the time they sentenced Harry Mudd to death for fraud. Spock was quite blasé when listing the possible methods of execution the Denebians offered.

There was ONE death penalty left in the 23rd Century (Probably gone by Picard's era) and that was General Order One: No contact, under ANY circumstances with planet Talos IV, nor its denizens, collectively known as Talosians. The reason is hundreds of millenia ago, the people of Talos IV, once a highly advanced and prosperous civilization, unleashed a terrible war upon their world, culminating into a nuclear exchange that drove the surviving Talosians underground. During the long recovery, the Talosians learned incredible mental powers culminating in the ability to create illusions so lifelike, no sensor known to Starfleet can detect them. After two subsequent missions (One missing SS Columbia) and the USS Enterprise encounter with Captain Christopher Pike. After subsequent and classified report from Captain Pike, Talos IV is subsequently banned from all contact under Penalty of Death.

I was young. I watched so many episodes of Star Trek. I had many ideas to make. Some comedy from the episodes. Perhaps I did put too much dialogue in this scene. I will be mindful in what I do next with Star Trek. Thank you.
