Unrelated to the intake, it still boggles my mind that Data was a pen pal of the guy who argued that he wasn't sapient and should be disassembled for science.

Data is a scientist and Maddox wanted to learn more about him. It makes perfect sense that Data would offer information to help in that goal, especially as Maddox did begin to see Data as a person by the end of Measure of a Man.

@@Violingirl79 Sometimes something can be mind-boggling but still make sense. Data did say that he would allow Maddox to disassemble him when he thought he could do it safely. Data seems to be the type who would actually demand that Maddox document it all for Data's own curiosity. So, the frankly bizarre relationship makes perfect sense, but it is still very weird. Just a couple of Nerds being nerds, really. Kinda like how I asked my surgeon to film my surgery so I could watch it later. I also asked if he could either discuss it as he went along or narrate it later. I was very disappointed when he said no. Something about not having the time or space to set up a camera (not to mention the contamination risk) and something about HIPAA. I understood, but it's still disappointing.

Data doesn't look at things that way. He ascribes no emotion to any situation, so why would he feel any type of way about corresponding with Maddox? To us it seems strange because most of us would understandably harbor some resentment toward a person who argued that we don't have the same rights as others and tried to have our freedom revoked. But to Data?... As soon as the issue was resolved, that was the end of it. He doesn't harbor resentment towards anyone because he is incapable of that feeling. After the hearing/trial... all Maddox was to Data was a fellow scientist and a Starfleet Officer.

Apparently, Data stops being close friends with the O'Briens after they move to DS9. Maybe the emotion chip made him re-evaluate that friendship. Either that, or they didn't want to pay Brent Spiner to do a guest appearance on DS9.

In canon, the easiest and most logical explanation is that Starfleet is a military style organization. People will have their posts and duties, and when those are on ships that are light years apart, there's no casual going over somewhere else for a visit.
