If the stranger were to lunge at him, hit him, smack him with something, throw something at him, or jab him in the eye, he'd be prepared to protect his eyes. Plus he's still resting. He might even nap if there wasn't a stranger near. He doesn't want to appear too affected. He's holding his spot calmly, but just keeping an eye on someone he doesn't know.

He's a cat so It's more likely that he's chill, the more open cats eyes are the more alert they are feeling. Slow blinking/ closing eyes in front of a person or another cat is their way to show trust or passiveness because they don't classify the being in question as an immediate threat. Same logic goes for turning their back towards you or showing their stomach. If they feel like they can be wounerable towards you its a sign of trust The cat also seems to be a stray, so it could explain this behaviour as alot of strays grow so acustomed to humans around them that they become desensitized to the dangers they could pose.

As a person living in Turkey, cats do that for no reason at all. But the ironic part is that its always done by the same kind of cat.
