Janeway used that one in the Equinox two-parter. Some reviews I've read saw it as her basically getting into a pissing match with Capt. Ransom, but even without the knowledge the audience had that Ransom was up to something unsavory, I think it makes perfect sense; not only was Voyager larger and better armed, the Equinox was a wreck. Probably perfectly salavagble if they'd been in Federation space, but out in the Delta Quadrant? I'd have probably written her off as a lost cause too.

It sort of makes sense. Though really the most logical course of action would be that the captain with superior tactical experience should be in charge. But firstly that's hard to judge, and secondly given how Starfleet appears to assign captains to ships, it tends to follow that the more powerful/important ships would be commanded by the Captains with the best reputations. Certainly that's why Jean Luc Picard commanded the 'flagship' of the federation. Even though that term is being used in a strange context it's actually applied correctly in fights; Unless there's an admiral with explicit control of a fleet the Enterprise often would seem to have control of any fleet it joined by default. (which is precisely what the point of a 'flagship' is; But is also why it's a bit nonsensical to call the Enterprise a flagship outside of fleet engagements.) Overall the 'ship with tactical superiority' isn't an ideal way of deciding things, but as a straight-forward and easy to understand guideline it makes sense.

Better to say "ship with tactical superiority" than "officer with superior tactical experience". The former is quite objectively measurable, the latter hardly. Janeways decision was the right one for sure, but I think the way she approached it was so cold-hearted it's to be expected that Ransom fights back. Okay, he would've done either way due to his secrets, however when Janeway met Ransom I would have expected her to be friendly towards Ransom rather than so reserved that it's borderline hostile.

@@KuraIthys given that star fleet is unlikely to offer the command of the technologically superior vessel to the more inexperienced captain, it wouldn't make much of a difference in most scenarios. so unless the technologically inferior vessel was being commanded by someone like riker, who is highly experienced, but refuses commands of more modern vessels, it would hardly ever occur that the commander of the technologically superior vessel is the less experienced officer.

For example, Ship A might be the newest, most advanced, and most powerful vessel in the fleet under normal circumstances, but suppose it suffered damage that limited its capabilities. The captain of Ship B would be in charge instead even though by your (fair) logic the better ship might be expected to have the better captain. I think the rationale is that the ship that can do the most should take the lead role, and rather than play musical chairs with commanding officers putting them in command of ships and crews that they don't even know, it makes more sense to put the CO of the lead ship in command of the fleet. After all, any Starfleet captain should be qualified to take on that role.

Richard Benjamin, I would respectfully disagree with you, while Worf was adopted by humans he always remained a klinon citizen even while serving in Starfleet, now , while he might have been given honorary citizenship, he served as a Gov. of a couple of planets and was an ambassador, at least for awhile. (here in the u.s. foreigners can serve in the military, and do not automatic citizenship)

Eisenhower said of him, "But for the grace of God, goes God." Ike was his chief of staff when Mac was Army CoS. He gave Truman no choice but to relieve him. Oh yeah, there was that incident when they met at Guam. Mac greeted his Commander-in-Chief with a hand shake, no salute. The former Western Front artillery colonel wasn't going to let that one pass. There are no more five stars because, thank God, we haven't been in a world war for seventy plus years. Like a region where Omega Molecules had destroyed subspace in the distant past for example. You neglected to mention the one area where StarFleet is actually in violation of the Federation's own laws: Allowing Augments to join. With notable exceptions like Dr Bashir (whose Augment status was learned years after joining), StarFleet actively bans Augments from serving under the spurious notion that they will likely be like Khan Noonian Singh or that their Augmentations provide unfair advantages. This is in direct violation of Article 8 of the Articles of Federation: "The United Federeation shall place no restriction on the eligibilty of any male or female life-forms of any member planetary social system to participate in any capacity under conditions of equality in its principal and subsidiary agencies".....like StarFleet.

I don't think the anti-matter reactor is really part of warp driver apart from nomenclature. They call the anti-matter reactor a "warp core" because thats what starfleet and almost everyone else uses as its one of the only power sources great enough to enable warp drive, however the technology of creating a subspace field around the ship and "warping" faster then light is distinct from that and I'm pretty sure the Romulans use it too, just with a different power source.

There's also the rule that first officers can and are obligated to relieve captains of their command and assume command if they think their captain is giving orders that unnecessarily endanger the ship and/or crew. Riker has done it before when an alien being masquerading as Picard gave the order for the Enterprise to disregard orders from Starfleet Command and directed the helm officers to fly the ship dangerously close to a star without giving any justification.

Fun fact in certain circumstances if the medical officer (example doctor bashir from ds9) finds an officer unwell (patient example major kira) the medical officer reguardless of rank can order said officer to either light duty or order them off duty if they are deemed unwell or unable to function for duty,best example is(again) ds9 where it is clearly showen with the major and doctor bashir. I like the fact that if the doctor hears you trying to go to the captain over it he can override the captains orders. Guess starfleet takes everything into account

Well, I seem to recall a conversation in one or the other series where there were a bunch of Klingons saying stuff like that but then another points out that they're not weak at all. I think going off the TNG era alliance, the Klingons do respect the Federation, it's just that all the superficial traits of Federation and Starfleet in particular go against Klingon ideals and expectations... It's... Like imagine running into a species that to your eyes look like children. Even if after lots of time you learn that they aren't children, they're very capable, and deserve to be respected as equals, chances are still high that you'd have a superficial gut reaction to their appearance and struggle to take them seriously because of it. That's I think how the Klingons see the Federation. They KNOW from experience that the Federation is anything but weak, and deserves respect as equals, but find it hard to not laugh and think of them as weak just because of their superficial traits which seem like the qualities of a weakling to a Klingon.

Is it possible that whole General Order 24 "Kill everything on a planet and let Sha Ka Ree sort them out" standing order was a bluff? I always assumed it was something like the Corbomite maneuver, but on an Enterprise-wide or Starfleet-wide scale, because the idea that any circumstance justified genocide flies in the face of everything the Federation seems to stand for. Daniel Paquet There is only one reference to a Starfleet death penalty in the TOS period - by the time of TNG Starfleet appears to have eliminated capital punishment for Starfleet personnel altogether. That is NOT to say that capital punishment is outlawed throughout the Federation. The Federation itself might not have capital punishment for any violation of Federation law, but individual Member Species within the Federation may continue to impose capital punishment for certain crimes occurring within their territories.

permeus2nd that's a tv thing. There's probably hundreds of away missions lead by a LT or an ensign. A whole bunch of standard, day to day stuff but the rules of tv mean that all the big shots have to do everything.

I like that there’s a specific Starfleet-wide rule that says “Nobody’s allowed to go to Talos 4”. Like, you could have a list of banned or otherwise restricted worlds to visit, but THAT one? Talos 4? No, it has to have a proper Starfleet Protocol around it. I always thought it was weird that the Federation would be one of the three great Alpha/Beta quadrant powers (four if you count the Cardassians) with territory to rival or even exceed the Klingons and the Romulans, when whole star systems and races within their borders might simply decline to join the Federation and request the Federation not enter their system, and the Federation seems like the type of people to oblige. If even 1 in every 25 star systems they come across opt out, then I imagine it would be really hard to plot effective paths across territory, not to mention very difficult legally to enforce laws with some systems that might be dependent on trade in and out of their system, now going through Federation space. It seemed like a utopian idea that would become burdensome and unstable in practice. Either that, or the systems they surrounded would just have to deal with Federation laws applying right outside their front door and not being able to do anything about it, but that seems more like a Klingon approach to things.

Space is long and dark and empty. You can easily go around inhabitated star systems and only fly through interstellar space. You just can't go into the system. I always envisioned the federation more as a bunch of archipelagos in the midnight sea than a coherent territory.

Is general 7 real? As the episode it came form (menagerie) was about an about a illusionary fake trial so that rule was used to create the trail .

I think we must accept that GO7 of the TOS period was in fact a real regulation, not something made up by the Talosians. To be sure, GO7 was a simply a plot device so that the scriptwriter could emphasize how very serious it was for Spock to hijack the Enterprise to take Pike back to Talos IV. The one “forbidden world” in the known galaxy at that time.
