Why does it feel like the Google Ad moderation department is so indifferent to scammers using their services to bring people to their websites? Is it at all possible that the moderation department even facilitates the process of letting scammers get their ads to as many eyes as posisble by simply never responding to reports or otherwise?

This might not be right channel to ask this question at, or even the best way to go about it, but I've just been so intensely sick this last week of going through and reporting obviously malicious advertisements.
